A sandshrew (who's grounded), a koffing, and a bidoof. I don't think anyone's weak against Flying except for Bossy, but they sure don't have the advantage.

Not all of them need to have an advantage. Just make sure they're all at least a level or two ahead of Falkner's.

Lightning Pokemon are pretty useful though.
